After health and education, construction as a whole is what most intrudes on our personal – social privacy. The poor planning of Governments – States is dependent on the carelessness with which the approach to construction is handled in the territory of these States – Governments. The lack of the right focus – mode for us to function effectively within Dominican territory keeps us impoverished and impoverishing. Public spending in 33 provinces, cities, towns, villages, hamlets; demanding expenditure on jobs – services – investments, over urban sections without directed, scientific design has been reaching a degree of unmanageability that demands correction. Territorial planning seen as a fundamental requirement for setting on course the necessary production that would allow us to get out of the very condition that already translates into official subsidy for the private life of the citizen majorities, demands to be seen – understood as the issue – approach to be thought through analyzed – set out by qualified Dominican society.
The issue is not to accelerate the construction industry by whatever means with many public or private or tourism projects. The issue of generating projects for optimal competitive – marketable national production to be conceived and activated to be produced from our enviable geographic position as a point of production. Seeing, listing the possible – positive initial products, and initial and following and consequent ones according to what the analysis yields will generate the sound – suitable start. Once the industry is laid out, each of the cities that are to remain and develop as industrial cities in the ports of the north and the south will be organized, then the service cities with an urban fabric – efficient – specialized for functions eradicating the waste generated by the heterogeneity of functions that to this day is allowed in city land use not specialized as it is required to be to avoid the destitution it generates as a consequence.
Anyone who thinks carefully before investing blithely in a hurry should consider in advance the place where they decide to sow their effort, see whether that town has a future or a guaranteed reason for being, as well as also make the analytical critique of their project to be built. Not every project turns out good – valid to invest in, for the majority or generality of projects have been lacking suitable design, before being built they are already old, behind in the fundamental arrangements of their architectural integration in relation to their locating site, and so, they do not guarantee a future. From another standpoint many or most are permitted and built but will be worth less every day, even if the owners do not see it that way, nor those who repeat them without designing them for the specific new place where they will be located. Careless arrangements that take value away from the investment, something buyers have already been detecting – rejecting and that may be the reason for many listings and few sales. The real acceleration of construction will come with better design, since without demonstrable flaws it will be more economical and convincing, speeding up the decision for it to be acquired without delays. The place of location is what matters most, on the outskirts of the city it makes the acquirer’s future life more expensive. An assessment of the demand for dwellings required in the DR speaks of some 700,000, which if buyers reason, the State should be steering so that they are not built just anywhere without infrastructure and it is up to investors not to buy them just anywhere, and to builders not to decide to build them just anywhere, and to architects not to apply the routine typology to them but rather to design them for their emplacing – locating – differentiating geographic place, with ramps instead of stairs, with 3, 4, vehicles minimum for each dwelling, with elevators for 10% of the residential capacity or other foresighted evacuating fittings.
Every era has demanded the construction of new housing but now – today more than ever vehicle traffic in the old urban sections of the world’s cities demands looking more closely before investing in any location and any design, since they cost more and accessing them gets more complicated every day. An error of today’s construction is the routine of seeing housing conceived to be economical as dispersed and on the outskirts of city centers. The far-off coming and going is what impoverishes. A lot, its site services and a poorly built little house waiting to be enlarged, kills social family life and the entire present – future investment. Thinking about having the housing of the impoverished level subsidized is not the goal to be reached. Fostering the citizenry’s production, providing schooling and health care on credit is a very firm and stable step within a world of valid subsidies, among which giving the citizenry a trade before granting it citizen rights stands out. Only good design generates economical solutions. One of the urban planning errors to be eradicated, is allowing lot divisions with minimal dimensions for houses on a single level or two or three as that minimal – detached dwelling already demands, which must be scrutinized – eradicated in cities. Only as a second or third or fourth home to be located in tourist zones for summering or wintering, should small and private or rental housing be allowed. In the cities they already become an index of global – state – citizen destitution. In risk zones, high risk the prudent thing is to eradicate construction and housing, they should be decreed for planting without problems. The fundamental issue is to reduce the country’s towns to achieve the infrastructure they demand and to go to the countryside only to work, thus fields only for the worker and the families toward the cities to become civilized – aneturized. The issue for the citizen and the Dominican government, is marketable and competitive production, something that is only achieved with sound – scientific design, something for which we have a method process that we offer, something on which we wish to provide service.
